This course aims at making participants fully aware of PME. It gives them background information on the Paris Declaration on Aid Effectiveness and its consequences for the management and support of projects and programmes. It also presents an overview of Managing for Development Results in the context of international cooperation: concepts, principles and processes.

The course imparts a firm grasp of the fundamentals of outcome-oriented monitoring in projects and programmes and allows participants to gain an overview of the concepts and instruments involved. It provides tools for impact assessment and techniques for data collection and analysis.

Course Objectives

By the end of the course participants will be familiar with current outcome-oriented monitoring approaches in the context of Results-Based Management. They will be able to use specific tools for outcome-oriented monitoring and know how to integrate impact aspects into their existing monitoring procedures.  

Course Content
  • The Paris Declaration on Aid Effectiveness and its consequences for the management of development projects and programmes
  • Managing for Development Results in the context of international cooperation: concepts, principles and processes
  • Key concepts and principles of Outcome-Oriented Monitoring
  • Steps of the Monitoring Cycle
  • Concept of Result chain, and creation of results chains and hypotheses
  • Formulation of outcome and impact indicators
  • Methods and tools of data collection and analysis (qualitative and quantitative data)
  • Reflection on the practical application of outcome monitoring aspects within the context of participants’ own organization, programme or project
  • Results indicators and a monitoring plan
